The fact is, a lot of cities that have ACs do not have nonstop international service, yet they do allow AC access if you are connecting to an international flight... why wouldn't the same be true connecting to a transcon?</font>

Plato pointed out-- one is a OneWorld "rule" the other is AA's rule for FL access-- the two are not the same.
