There are also no international flights on American from SAN, yet the SAN Admiral's Club (as well as every other AC in the system) has a policy on admitting international passengers.
Just as you can be an international passenger in a city with no international departures, so too can you be a nonstop transcon passenger in a city with no nonstop transcons.
