I dont think thats it. Mine is mid december right during christmas peak travel and I get the discount. I cant say that Ive ever used it given the tiny window of usage allowed and that it excludes the lowest fares. Its about as useful as the Alaska constituents discount. Both only really have any value when you are booking last minute and all thats left is full Y and F fares
