MSPeconomist, I thought international M change was $250 plus new fare if change outbound and $400 to change return on I fare.

Changes to domestic segments of internationals that have worked for me most often is when I found out about some kind of delay in my inbound flight that would make the hub connection a problem. I remember one time even getting better equipment going to AMS and it turns out the difference would have only been 10 minutes in ATL.

On the other hand, when they give us a close legal connection I thought they turned me down when I called the day prior due to a blizzard last winter as they needed to see the snow first.
You might be right that the fee is $250 for M (the same for B?) and $400 for I. Now I'm not sure that I'm remembering correctly which fares I had on what trips.

I avoid asking for the change as a sort of "weather waiver" request and instead just explain that it looks like a very risky connection and I'm extremely nervous about it. Unless you diligently check--and some phone agents are very annoyed when you ask--it's easy to book a ticket without fully realizing the connection times, airports, and circumstances (i.e., at DTW, mainline-mainline is much faster than RJ-mainline).
