Sheraton Essen in Essen, Germany - has a club lounge open on weekdays for breakfast and happy hours. During breakfast, there's the typical European type breakfast (cold cuts, cheese, fruits, etc.) and during happy hours there's some warm food along with complimentary wine. There was beer when I was there but I later found out it was non-alcoholic. D'oh! On weeknights, it does close early at 10pm. I forgot if it is open on weekends.

Sheraton Skyline in London, UK - has a club lounge open on weekdays for breakfast and for happy hour too. Food is served for both timeslots but alcoholic drinks are at a cost.
