Not true. A Purser has the ability to issue up to (i think) 25k RDMs for service issues and some amount of $$. I got 25K for a flaky AVOD once and was slipped a 25K voucher for having a crying baby next to me on a AMS-DTW flight.
For faulty AVOD you should get something as Delta did not provide you with something they supposedly advertise (notwithstanding that they are not required to give AVOD, blah blah blah, but it is a DL problem they should take care of). An annoying passenger is a bit of a stretch in my book....should you also get something from Delta if the passenger smells?
