I have a United flight in Asia this year but apparently they cannot be used for upgrading this flight.
I believe that when purchased these could be used on any route, and the policy changed afterward... I am not a frequent United passenger so I may be wrong on this, can someone set me straight?

e500s can only be used on a flight within Region 1 - its never been the case that you could use them on any route. AFAIK, they can only be used for yourself - you can't even use them to sponsor another passenger like you can for other upgrade instruments.
