Tier Points or Miles have little to do with Prem.

As others have hinted, it is a combination of influence & standing, as well as hard annual value to BA that determines whether a Prem Card is offered. There is a "ball-park" figure but this is essentially discretionary.

There are many Prem card holders that have very few miles with BA.
