if asked by CBP, i would be careful about stating facts as you stated them. An easy assumption to make is that you are entering the country with the purpose of getting married and will remain in US indefinitely. I wouldn't admit to anyone that you have a girlfriend in the US, much less that you plan to propose. while avoiding lying, i would try to be as non-commital and vague as possible about the destination/purpose of the ring.
