It makes sense to have cool route numbers for cool routes (transatl, transpac, transcon), but how do they come up with AA 2347 and high numbers on obscure routes like from abc-xyz? Is it segmented off by regions?

I know that the codeshares are 7xxx for the most part, but doesn't explain why.
