I was only there the one night and arrived late after flying in from SIN, so I didn't explore too much and didn't eat at the restaurant, but as far as I can tell it is completely open. I didn't see any construction areas within the lobby and common areas nor on my floor. If there is still any construction going it may be limited to a particular floor of rooms. Otherwise, the restaurant, common areas, etc. are all complete and operational.
