While I do understand the principal of reciprocity I don't understand why their visas are only valid for UP TO 30 days and are only single or dual entry.
I have Russians friends who have come to the US on tourist visas and they were issued multiple entry visas good for 2 years.

Russians will sign a no visa or light requirement visa process tomorrow if US agrees as well. And yes, the process and price is as complicated for Russians as it is for Americans, i.e. only a few authorized agencies, appearing in person, price and terms.
