I think the general idea is to try and make our approach to aviation security more intelligence based instead of the current blind approach of looking at every single passenger as a possible jihadist.
There's a long way to go but I think this is more of a positive step than not in the direction of more effective aviation security in the U.S.
Amongst other things, this is but a way for more bigotry to be encouraged at airports.

TSA wanted-and-approved racist profiling (abroad) has flopped like with the devices of the failed shoe bomber and underwear bomber, and yet now here's how the TSA will get that kind of counterproductive stupidity encouraged domestically too.
By the way, there are actual "jihadists" on US planes every day, and it doesn't result in the planes falling out of the sky every day.
