From what I understand many in leadership positions with TSA will be investigated, then possibly given access to "need to know" (aviation security related) intelligence that is classified at the secret level. I think the general idea is to try and make our approach to aviation security more intelligence based instead of the current blind approach of looking at every single passenger as a possible jihadist.
There's a long way to go but I think this is more of a positive step than not in the direction of more effective aviation security in the U.S.
It's more likely to be abused, given the track record of the agency.
