I regularly bring back beer from Germany! And lots of it...usually two cases of 20x500ml bottles or 20L total. I always declare it and explain that it is great beer that is super cheap and it isn't sold in Canada. I have never been made to pay anything extra. ^

I would bring more back if I could but two cases is already a fairly large PIA.

Anyway, after much experimenting with wrapping, boxes, containers...I found the best way was to simply press some bubble wrap on top of the strong plastic crates/cases that German bottled beer is sold in and then just duct tape it all over, while leaving the labels showing! I've never lost a bottle that way! My theory is that once the luggage handlers see what it is, they treat it with much greater respect than your everyday bag full of shirts and underwear.
