To add: nothing is ever clear with regard to the govt.
The penalty for violating the rule seems silly, but it's clear the fine is due. Even UA admitted in the article that their report to the government was inaccurate. I'll give UA the benefit of the doubt that this was unintentional, and the fine will hopefully ensure UA doesn't screw this up again.
