AC has the same problem on this route.

On Sept 14th I was delayed 1:10 on AC18 (the CX pretty much followed us 1/2 hour back).Reasons for delay include: 40 monutes due to ATC in Taiwan, 30 minutes due to lack of tail winds (not to be confused with headwinds, but if the tailwind does not materialize the plane will be delayed).
