To my knowledge, Priority handling is only a perk of flying First or Business Class on International (and perhaps Flagship Transcon) flights. I don't believe it has anything to do with status.
As an EXP, I cannot remember having priority handling tags for any luggage checked domestically, but you definitely get the orange tags on international premium cabin flights.
