I agree with other posts that in reality it seems to be more a status label than actual faster delivery. Only once my luggage arrived first, but that was in Germany (MUC) where they might be more strict.
I think this has to do with AF/KLM offering priority baggage handling not only to their Gold & Platinum members, but also to Silver Elite members
According to the KLM website:
Priority baggage handling
Special baggage tags indicate checked luggage belonging to SkyTeam Elite* members so that your bags are delivered expeditiously to the baggage-claim area.
* For Flying Blue Silver Elite members residing in the USA, this service is offered on Air France and KLM international flights only
