I honestly don't have an answer to the questions I asked -- and I agree there is a similar or longer delay in Shanghai, as well as a further delay once the doors are closed in LEAVING the station.

So I guess the collective answers so far are: no one knows the reasons for the delays starting and stopping, and everyone thinks that the transfers are so inconvenient because the builders didn't care.
