Sounds reasonable. It's only $15/day, so it's not going to change my hotel choice in this situation (oddly, I've stayed at just about every resort in Tucson, but never the La Paloma -- so I'm curious to try it). That said, given the sordid history on hotel disclosure of resort fees, I'm surprised this problem is "lingering."
