I am attempting to setup an o2 "Your Country" UK sim card and it is adamantly rejecting my Visa card even though I complete the "Verified by Visa" screen successfully.

This isn't for my personal use and I really would rather not send this guy to Scotland without a working phone and force him to use the top-up card when he arrives in the middle of the night. His primary phone is on Verizon for all the good it will do him there.
