It should BUT some of the regionals have a policy of no rollaboard on the RJ7 or RJ9....I had this happen on a ATL-ROC Pinnacle flight. There ended up being around 30 people standing in the jet bridge waiting for all the valet checked back to be brought up...what a mess!
