Well, I can't comment on use of that code... I can tell you that there is no "skipping the counter" at Orlando. Orlando has separate AVIS Preferred Booths, so you get to skip the main counter in the terminal, but when you walk to the garage, you still need to check in at the Preferred Booth and get your keys, contract, etc.
