I wouldn't call it complete scam. You can get many different $100 giftcards for 10k points. You can also get cash equivalents (statement credits, student loan/mortgage credits) at a slightly better rate than you noted. Additionally, you can get can .01 per point value booking flights/hotels, with a ~700 point fee.
