I think the rule should be clarified, such as one SE or E can have one companion max. etc ... PNR should not be involved ... I could not have booked on one PNR because the return date was different for different people in the group.
Maybe make it the same as the rules for lounge access - family members and/or one other travelling companion; regardless of whether they are on the same PNR.
