all too often had the experience that they don't have what I
rented, and they give me a more expensive car for the same
price, after trying to get me to buy an upgrade that they know
they're going to have to give me for free anyhow).

Basically, like reserving directly with the rental car if your choice is out you are given something higher. However, you would not be "guaranteed" that you choice would be there or given a refund if not. In your case, if you really do need an off road vehicle, I would not use Priceline, Hotwire, or any other prepay service unless you are willing to wait around until a vehicle becomes available.

Any thoughts on how to deal with this situation ? Basically,
I NEED to be assured that I'll get a high-clearance vehicle, and
I want to pay as little as possible (duh). Thanks.
It would be the same with Priceline, Hotwire on any other prepay service. You would not be guaranteed that the vehicle class would be there and you would not be entitled to a refund. Unless you are willing to wait around for a vechicle to become available, I would book directly with the rental car company not prepaying.
