Never in multiple trips on NW, UA or DL can I recall being allowed to bring a carseat on unless we had paid for a seat (even when I was in F with an empty seat next to me). But that may just mean I didn't try hard enough, or maybe the rules differ TATL?
Technically, the FAA allows this but if you don't pay for a seat for your child, you don't have the
right to bring the car seat.
If there are extra seats on the plane, it's up to the GA's if you can use one. Generally they try, since they know this is helpful to all involved (less baggage for the baggage handlers, more comfortable for the people seated around the child, etc.) but they wont reseat anyone or otherwise move people around to accommodate this request.
So in other words, DL can't outright not allow this but it's easy for them to say no, especially if the flight is fully booked.
