There does happen to be a difference in what people value the mile they get for free and how much they will pay for them. Meaning, that some wont redeem there miles if they aren't getting 5 or 10 cents value out of them, as in the ratio of miles to dollars of a paid ticket, effectively valuing their miles at that price but will never pay that amount to buy those miles
