One thing you may or may not have considered is that if you are going to fly and even with Shuttle you are going to have to get to the airport, clear security and then get into DC.

If you take the train Penn Station and Union Station are far more accessible than either of the airports and there is no security to clear. Plus you can basically get off the train head down to the Capitol and along the Mall.
