My son had a monster laptop and couldn't get power. I could get power from the same port with my 65W power supply. Sometimes a device will charge when turned off but not when on. There's definitely a max current draw, and I wouldn't be suprised if it varies from port to port. I can sometimes use my seatmate's port when mine doesn't work.
