How about making it redundant, or with a mirror site where it could just "activate" the program so people could use it?
It's a bit more complicated than that, but it is something that we will be looking into implementing in the future in order to avoid situations like this.
Having said that, this is actually the first significant outage over the last 6 years that the KVS Tool has been in existence...
