The pricing you describe is very common in the airline world. In order to keep it simple: The airline charges whatever it thinks customers may be willing to pay in a particular market. In this case AC thinks people in YYZ are willing to pay more to fly to CDG than people in YUL, or that AC wants to increase its marketshare in YUL, or that people in YUL generally prefer flying other airlines than AC and AC must offer lower fares from there, .....etc.

No, thatīs not possible. If you cancel your first leg your ticket will be repriced (fare will increase).
If you just miss your first segment, your entire ticket will be cancelled.

Some people would book YYZ-CDG-YYZ-YUL and "miss" the last segment to save a few $$, but I wouldnīt recommend it.
