The size has nothing to do with when it is safe or not to fly. As someone else mentioned..the wind direction and speed are the important considerations. If it is blowing 100km/h or even 100mph....if it is a steady wind and straight down the runway..it would be perfectly safe to take-off/land (taxiing to the gate might be interesting, but that is another thing

If there is no windshear (change in direction or speed of wind) then it is not really a big deal. The problem with very high winds, like during a typhoon, is that the speed and direction can change dramatically and for that reason it is safer to not try to fly. Many planes have a cross-wind limit of 30kts.....about 35mph or 54km/h.
