It might be bit bumpy, but take off / landing under typoon number 8 is perfectly fine. What the pilots care are the cross wind, which turn over the MD from china airlines in HKIA under typhoon number 3
Major planes such as 777, 747, A380 may be fine. But if your pilot is flying a small 737 and tries to take off during T8, that is far from fine.
