You just answered your own question...Non-Revenue Passengers are simultaneously listed on both Standby & Upgrade Lists.

Lastly - what appears to have happened then is that the gate agent simply left us on "standby" after we'd checked in, and then processed non-elites into F (such as the service member in uniform) before moving us from standby into Y. Is this considered OK at CO?

Again - really just trying to understand what CO's policies really are...

I used to work for Continental Express, albeit not in an Airport Customer Service position but my understanding of the event sequences as described by YOU...The Agent followed procedure ONLY if he cleared Upgrades before Standbys...This is common to free up seats in Y for those who are on standby so I would say the upgrade to the serviceman was kosher if the agent followed the proper chronological order.
