Back in the 1980s I saw sleepy little BTV (Burlington, Vermont) overrun by Quebecois dodging the insanely high cost of flying out of Dorval. They'd come down to BTV in the thousands to hop on PeoplExpress, and the Montreal-to-Burlington drive was two hours plus the border wait, so it must have been worth it. The cautionary bit is that when PeoplExpress collapsed BTV was no longer an LCC station, fares went up, the cost advantage narrowed, and the Canadian traffic largely dried up. Something the BLI airport commission might keep in mind as it plans its expansion. Never spend public money based on what you think a private enterprise might do.
