Well, obviously it varies country to country, but my general take is:

Depends on the level of service. I don't usually tip on either occasion.

I also find it a little bit cheap to give coins when I tip. In Germany and UK the smallest note is 5 so if I need to tip a lot it can be a little bit pricey. I´m not a rich guy and we only stay at 5 star hotels when it´s a true bargain. Any opinion here?
You don't need to tip a lot. And €5 would be a ridiculous amount. And £5 is only the smallest note in England and Wales - £1 notes exist in other places.

Don't forget the people you are dealing with, in Western Europe at least, are getting a healthy wage. In some places, they may not even be able to accept a tip (I've worked in more than one job that stipulates that...)
