It seems like this applies in this situation. Air Canada promised (on their website) to provide the OP with aeroplan status miles for 100% of the miles flown on this tickets. They didn't provide this good, so the OP would be reasonably required to a partial refund.
I know aeroplan has a disclaimer about operating carrier fare class, but that isn't disclosed at purchase.
