Perhaps you live in a different world than I do?
The fallacy of this statement is seen by the fact that:
1) We now have merchandise packaging that is impossible to carry out of the store or open after you get it home.
2) The Federal Government spent 8.6 BILLION dollars in 2009 prosecuting fraud as defined by the U.S.C. (this includes defrauding Federally Chartered Banks, etc.).
3) My own personal experience in the effort above (not even including things at the State and Local level).
So go ahead - Theorize all you want to and believe the false premise, "Most people are very honest in their applications". If there's a buck or a "Bonus Point" in it FOR THEMSELVES, they'll lie their way to Hell and back and pass the lie detector test with a flatline!!!!
