That's true but to be fair, there were only three levels then. Adding Diamond plus DL's own push to increase the FO level created a new elite membership system.
Not a matter of trying to defend DL here but I suspect they felt that if they included hundreds of thousands of FO's in SP, then the GM's and especially PM's, much less non-upgraded DM's, would be howling about the long waits to board.
That makes FO status a victim of its own success. Again, not defending DL's system here and to make clear, FO's to me earn the name 'elite' as much as any other level.
