Question re Preboard Policy

I haven't posted in a while but I have a question that puzzles me regarding Southwest's preboard policy. I searched the forum the other day but to no avail.

Here's the facts:

On Monday, 9/6/10 (Labor Day) I flew Southwest from FLL to TPA, Business Select, got A-1. As I was waiting in line in my proper place I noticed three people in the preboard line, two that I believe justify the use of preboard and another (a couple) that apparently had no disability that did not qualify for preboard.

So, how could a couple that showed no apparent justification for the use of preboard be allowed to preboard anyway? Doesn't Southwest check to see (within the limits of the Air Carrier Access Act) if someone qualifies before handing the customer a preboard sleeve at the ticket counter?

Besides, it's disappointing to see a large number of preboarders - especially those that do not qualify for preboard - be given the opportunity to board first before general boarding.
