In this case I'd call back to get a sympathetic agent or ask to speak with a supervisor. The whole idea of the name change fee is to charge people for changing tickets into another person's name. I think applying it in this case is contrary to the spirit and intent of the fee.

I'd give it another try and don't take no for an answer.
