AFAIK FEBO was never NW policy. I find it followed most often on DL-legacy domestic FC. On BE (and WBC in recent years), the FAs either do front-to-back or by elite status level, with nonrevs getting last choice pretty consistently.

I think it should be based on elite status. I don't think it would be a good idea to give the FAs info on fares paid because then it would be too easy for someone having a bad day to be ugly to those using A fares, SWUs, etc.
