They arrive after this time (busy queue) or not, they're not on. If they arrive before this time - BA guarantees you get on.
+1... I've had that very thing happen to me, most recently at CLT. I arrive in plenty of time for my flight, queue for a long time amongst a huge crowd, and just as I near the desk and am about to be helped, a late arrival comes rushing up waiving a boarding pass.... and gets helped straight away. The moral: show up late and you get ushered to the front of the queue like a VIP.
