When I checked my Hilton Honors Bonus points after the first two Citibank billing cycles on the VISA Signature Card -- yep, you guessed it, Citibank and/or Hilton credited my account with the amounts in Program #2 (the lower of the two programs).
I have not confronted either entity with this "bait-and-switch" scam yet, but I am posting it here so that others may be aware of this scheme.
If you GOOGLE "Citibank Hilton Honors Signature", you will see that both Programs #1 and #2 are concurrently offered, a convenient excuse to give customers the LOWER of the two -- and unless they catch it or complain, save themselves crediting a lot of bonus points to the customer.
...And to think that Citibank (and others) have a Fraud Department to keep themselves from being cheated by their customers. What a laugh!!!

I wouldn't call it fraud and I'm not aware of the 3,2,1 multipliers, but I did have an issue with my Hilton Citi only giving me 3 points per $ and I haven't received my other 3 points quite yet.

I was getting the 6 pts/$ at hilton properties just fine for awhile, then one quickie stay I noticed I received only 3pts/$. I didn't bother to chase it since it was only a 1 nighter and would've yielded < 1000 pts.. but the most recent case, I was shorted by some 5k pts When I called to dispute the first customer service rep told me I was incorrect; luckily, I'm a bit OCD when it comes to points/miles and knew my benefits in and out.
