Even if AA decides not to interline with other airlines that do not provide E tickets, it will not stop third parties from allowing paper tickets to be issued. A good example is issueing a ticket for a trip that involves travel on Alaska Airlines and First Air. Both Alaska and First Air do not interline but both interline with Air Canada. By plating the ticket on Air Canada, you get around the problem and are not forced to have two different tickets issued.
