It's been done to death elsewhere, but the answer is dependent on country of aircraft registration and individual carrier. For instance it is not a UK requirement for blinds to be up for take-off and landing but Virgin apparently insist upon it.

It is considered by many to be a good idea, along with paying attention to the safety brief, wearing shoes for take-off and landing and keeping you wallet, passport and phone on your person for take-off and landing.
