Sorry for the confusing title. Virgin America offers priority security access for its premium economy passengers. This lovely benefit comes at the expense of the airport. Are there any rules or costs about how many priority security privileges airlines can give out?

To put it another way, what's to stop BA from offering priority security to its WT+ passengers, aside from CW/F/elites getting annoyed?
