You are correct. The free check-in luggage allowance is 2 bags for Silver/Gold. I got the cabin luggage limit (1 bag, no personal items in E, E+ 1 bag +1 personal item) mixed up w/check in luggage. However, flybe's weight restrictions have to be observed, NOT BA's. Flybe's check-in max is 40kg total (can be divided among several bags, but only 2 bags allowed free for E+ and Silver/Gold passengers)
Are BA Silver/Golds considered E+ (not difference in seating but difference in luggage allotments)? I noticed that flybe E+ also gets 2 checked bags free.
